I installed Firefox Portable 62.0.2 about a week ago so I don't see what you're complaining about. Only download Firefox Portable from these two sources:

Sometimes the second link will offer the latest stable version a day or two before it is posted for download on PortableApps own website.
If you are using PortableApps Platform to manage your updating of Firefox then it might be the case that there is an issue with that for the latest Firefox version -- but I doubt that would be the case. Personally, I don't use the Platform and always download and install manually myself.

There is only the 61.0.2 Version
I tried it and got 62.0.2, both in the installer version and at Help - About Firefox. Not sure why yours is different.

I downloaded from the ("de" = German) link you provided and as you say the version that gets downloaded is 61.0.2. I 'installed' it just to check and yes it was 61.0.2. If I check the link the download button points to it does indeed say 61.0.2. So this looks like someone at PortableApps is slipping up here - old version posted and not updated to the latest stable.
However, I went to the first link I provided for you. And scrolled down on that webpage and selected the German (Deutsch) version that was offered there. I downloaded and test 'installed' it and it is version 62.0.2. So I would say go to this page, scroll down the page and download the German (Deutsch) version offered there: https://portableapps.com/apps/internet/firefox_portable

P.P.S. gmbudwrench, to test what Georgee is saying you have to download from the link he provides. Georgee is correct in what he is saying if you download from the link he provides.

It was just an outdated German pages. The German pages of this site aren't really maintained much anymore. The vast majority of users get apps from the PortableApps.com Platform. Of those that don't, nearly all get their apps from the English section. The German section only has about 1/2 of the apps of the English section and the pages aren't often updated to match versions. I may either pull them down and redirect to English or come up with a way to strip all versioning and dates and base pull the download links from the English versions.
