Is there an older version ( 1.x ) of VLC on Portableapps?
Apparently the newer versions ( 2.x ) will not stream youtube videos.

It's working here - I just tried using VLC 3.0.4, and just grabbed the URL for the video. I then selected the "Open Network Stream" option, ensured the URL was shown, and clicked "Play".
With that said, older versions are here: https://sourceforge.net/projects/portableapps/files/VLC%20Media%20Player...

Maybe I am doing something wrong. When I open VLC I go to network stream , then enter the network url ( link for Youtube video) then I clikc play and then I get an error message:
Your input can't be opened:
VLC is unable to open the MRL 'https://r5---sn-8xgp1vo-ab5l.googlevideo.com/videoplayback?ei=XEj4W9fmII...'. Check the log for details.

Ah, that'd be why - you're not using a youtube URL, it looks like a URL from a google search to me - i can't open that url in Firefox, either, never mind in VLC.
