Badly written code of installer and unable to pass firewall + offline installers?

As I remember from a years I have problem with PAF installer.

This not only exposes bad coding practices - as no retry button after trying failure to access internet when blocked by firewall, but I have massive problems when try to install programs on computers without internet access.

There is a way to download apps for REAL offline installing without using this crap PAF installer?

Illegal, Manual workaround

The apps we have setup as online installers are the ones we are legally required to do it for. Anyone bundling a portable copy of Chrome in their own package is doing so illegally (and probably inserting other nasties), for instance.

Pro Tip: If you have an oddball internet setup on a given machine and Windows and Internet Explorer can't connect to the internet correctly, you can manually download the live installer file the PAF installer wants. Open the .paf.exe with 7-Zip Portable, browse to the App\AppInfo directory, copy out the file called installer.ini. Open installer.ini and you will see a line that reads DownloadURL. Copy and paste the address of that into your browser and download the file. Place the resulting file in the same directory as the PAF installer. As long as the hash is correct, the PAF installer will use that file rather than trying to get it online.

Sometimes, the impossible can become possible, if you're awesome!

Why this crucial info isn't provided as alternative offline installation method in general Installing Help https://portableapps.com/support/portable_app#installing ??!
I think that many people with restricted internet access at work would appreciate this info.
