Firefox overrides DNS settings?

Hi,
I'm trying to figure out the DNS settings in Firefox. In theory it should take windows DNS settings, but I've found that it's not that simple.
I have an own DNS server with Blacklist ability, but after blacklisting certain domains FF still has an access to that pages. Chrome/IE/mobile browsers are without that access. Even using the nslookup I have blocked access, but FF works Sad
Tried on FF v64, a fresh one FF v65 and it looks like a FF overrides the DNS settings using some own.

Separate

Firefox supports separate, secure DNS settings within itself. Check your settings to ensure you didn't enable this.

DNS over HTTPS is switched

DNS over HTTPS is switched off by default and stays in that position.
I've tried also to switch it off in about:config - the same - FF could display blacklisted pages without any problems.
