The splash screen always appears, "DisableSplashScreen=true/false" makes no difference.

If you mean the small one without our logo on it, that's internal to Audacity.
Sometimes, the impossible can become possible, if you're awesome!
I've just confirmed that our splash screen is suppressed when the option is used, however as John's indicated the small one with only the Audacity wordmark is internal to Audacity, and as such is not affected by our disablesplashscreen option.
Screenshots of the splash screen appearing before the Audacity one does, so I get 2 splash screens.

Interesting that they're overlaying on top of one another.
You're meant to get two splashes - starting with the one we've included with Audacity Portable, which can be disabled using the platform's disablesplashscreen option. This is followed by the Audacity wordmark splash screen, which is not able to be disabled with that option.
You are running the PortableApps executable first so you get that splash screen first, then the Audacity one.
It is the first time I get this issue.
