Even though the PortableApps installation (2.3.2) has a folder, apparently located in the correct position, with the contents of the Manual and the Quick Help, when I attempt to open either of them from the Help menu, they open online in the browser instead of locally.
Is there a workaround for this, or is it a bug requiring programming correction?

They only added that in recently. I'd wager it only works installed. If that's the case, I'll remove it on next release. If there's a way to redirect it, I'll do that instead.

I've tried to use the installable version of Audacity in the past, and thus have had experience "installing the manual." The current download from Audacity appears to have the same size, folder organization, and content as the material already "inside" the portable app section. It therefore seems like, for all practical purposes, "they" have already installed it, but forgot to include the code that tells the executable where to look for it.
I just tried it here, and it works correctly - it opens in a browser, but if you check the address line, you can see that it's opened a local file rather than connected to the online manual: https://imgur.com/vyV27Ug
