why is the default browser language english, even if I install the german version of the portable Chrome 64bit app?

This should be changed.
If I install the german version, I want the german language.

What language are you running the PortableApps.com Platform in?
It appears to me that the launcher is getting the laungage from the platform, unless otherwise overridden: https://github.com/PortableApps/AppConfigs/blob/0476cfabe04fcf8f05c06eec...
I have not installed the PortableApps.com Platform, just the portable app Chrome.
With Firefox portable I don't have this issue.
Firefox Portable is a single language app (aka German only) so will be in German when you install it.
Chrome is a multilingual app and you must manually change the language to German after you install it.
Some apps, like Chrome, will automatically switch language with the PortableApps.com Platform when you use it.
Sometimes, the impossible can become possible, if you're awesome!
