WebGL support has to be enabled by the user if it's not enabled by default in the standard Browser setup. This is not a PortableApps issue, but a simple fact that WebGL support isn't enabled by default in a normal Google Chrome installation.
I suggest you 'Google' for instruction on "How to enable WebGL".
WebGL 2.0 Compute -> Enable
Use hardware acceleration when available -> On
Override software rendering list -> Disable / Enable
WebGL Draft Extensions -> Disable / Enable
...

Unfortunately, I did not succeed in enabling WebGL support myself. But, praise the gods, everything was fixed in version 81.0.4044.92.
The previous version, on which everything worked, was 78.0.3904.108.
