Can someone tell me how I make a directory in Documents. I see in Documentens: Music, Pictures, Video and Explore. I like to make my one directory here for Utils.

create as many folders as you like; they are just not being displayed in the PortableAppsMenu. :lol:
There is no option to add extra folders to the menu right now.
