Apps download but installer does not do anything.

I'd downloaded a lot of apps throughout the years. Lately, I'd downloaded the latest version of the following apps but after downloading the installer does not run (even trying as Run As Administrator):
1. WiseDataRecovery
2. WiseDiskCleaner
3. WiseRegistryCleaner
4. SUMoPortable (today's version)

I'm on Windows 10 Pro 17.09

Antivirus

I'd wager it's your local antivirus preventing them running. Open it up and check the recent events log or similar. Currently Antiy-AVL, Panda, and ClamAV have a false positive on Wise Data Recovery, for instance.

No 3rd party antivirus.

No 3rd party antivirus. Windows Defender has been turned off: Real time & Cloud-based protection turned off. Any other ideas ?

Some versions work.

WiseDiskCleaner:
1. Up until version 10.1.9 installer works.
2. 10.2.7 & 10.4.1 when double clicked, Windows's wheel spins, then goes goes back to pointer and nothing happens.

Unsupported Windows Version

I just realize you're using an outdated and unsupported Windows 10 build. It's from a while ago and Microsoft even dropped support for it last month after extending its support from the original end of life in April due to the pandemic. So, it could be a signing issue or something else. I'd suggest updating Windows before exploring further.

The only change from those two installer versions was switching to the ProcFunc functions to detect if a given process is running. This is an older function going back over a decade and works in all versions off Windows from Windows 2000 on. It works without issue on the current version of Windows 10: 20H2 build 19042.630
