Installed Inkscape via the portable-apps platform 17.1.1.
After the installer was done, I tried to run Inkscape from portableapps menu. However the window never came up.
Workaround: Downloaded the 7z archive from Inkscape home page, unpacked it and was able to use. However - it doesn't show in the portableapps menu that way.
Windows 10 Pro, 1909 (user with no admin rights)

Please run inkscape.exe within the InkscapePortable\App\Inkscape\bin directory. That will allow it to show the error it is having on your machine.

However, after re-installing Inkscape portable (i uninstalled just after first post), the problem seem to have fixed itself somehow. Inkscape portable now loads.
