This is fixed in KeePass Pro Portable 2.47 Rev 2. Thanks for letting us know about the issue.

The changes, [FileWrite5], made in 2.47 Rev 2 did not fixed the problem for me.
I edited KeePassProPortable.ini and the problem went away:
[DirectoriesMove]
PluginCache=%LOCALAPPDATA%\KeePass\PluginCache
Maybe you should consider adding this in the next update. Thanks for the great work you are doing.
Does the folder KeePassProPortable\Data\PluginCache exist for you? The issue before was that the directory didn't exist in the location it expected so it reverts to the default in LOCALAPPDATA. The FileWrite is to correct existing users with the old directory that doesn't exist and switch it to the new setting which is within DefaultData for new users. The installer's custom code will create the KeePassProPortable\Data\PluginCache directory if it does not exist.
