We have a developer who got permission to package but we don't yet support .NET 4-only apps (since they won't work on Windows 7 out of the box... only .NET 2-3.5 are included with Windows 7). We currently support apps that support .NET 2+4 or .NET 3+4 as they'll work on Windows 7/8/10 out of the box. I'll be adding .NET 4-only apps later, likely as an option in the platform automatically shown to users who only use Windows 10.
