With the latest version of 2.93 of Blender, it doesn't work on Windows 7. The reason behind it is that Python 3.9 dropped support for Windows 7.
I have already installed the portable version 2.92 which works for me. How can I stop the PortableApps program from suggesting me updating Blender to 2.93 on each run?

For now, just rename your BlenderPortable file to BlenderPortableOld and the Updater will ignore it. I'm going to restructure things a bit to keep it working for everyone by default and offer a legacy download just for Windows 7 x64 users.

As Windows 7 is no longer supported in Blender 2.93 and later due to switching to Python 3.9. A legacy package for Windows 7 64-bit has been added. It can be downloaded in the PA.c Platform and on our site here: https://portableapps.com/apps/graphics_pictures/blender_portable_legacy_64
The standard Blender Portable package will let you know this the first time you run on Windows 7 64-bit.
