It looks like you have it set to Russian, yes? Is this happening on platform launch and/or another time? What theme do you have selected? What apps do you have installed? (for the apps, you can find it in the About page on the Apps tab. you can email the list to the Developers address and I'll get it personally so you don't have to post it here)

Yes, I grabbed it, you can pull it if you'd like. I still haven't had time to delve deeper yet. I think it's during an image load but not sure which. I may add error handling to all of them but it'll take me a little time.
Would you do me a favor and enable to the PA.c Platform log, please? It's an option on the Advanced tab in setting. It'll create a PortableAppsPlatform.log file in the PortableApps\PortableApps.com directory. If you could make a copy of it as soon as the error occurs and then email it to the Developers address that might help as well.
Side Note: I marked this topic as a BUG to better track it, hence the change in your title.

I haven't got a receipt confirmation on the emailed bugreport, so I just got a new instance of that bug and zipped it in text form alongside the Platform's log. Here is the link to download -

Any luck putting hands on it?
Not yet. I thought it was related to having the mouse over the menu triggering an image swap before the form had fully loaded in, but I've been unable to reproduce it via that vector. Do you notice it more or less likely to trigger when your mouse is over the menu before it loads?
I'm putting error checking around all image loads for an upcoming release to be safe anyway.

Getting really tired seeing this error popping up evry now and then.
It appears without any algo whatsoever, at least i can not see what condition triggers it.
Please publish the new version sooner.
Does not occur to me since update to 19.1, but I must tell you that I moved Win10 Taskbar to the top of my desktop before that update and PA's icon in it, so perhaps that made things change somehow (mouse hover over icon??). Anyway, I'm still lost as before, but the bug does not happen and I'm okay with it. If anything changes and it reappears, I'll be around to update you
