Is there a way to get the previous version?
I've updated to this version in Windows 7 Enterprise 32 bits, but now a werfault is spawned and the Launcher and app get closed.
If I open the Q-Dir itself (Q-DirPortable\App\Q-Dir\Q-Dir.exe), I can see the First Launch - Select Language window, then a werfault is spawned and the Q-Dir.exe process get closed.

Ok.. Done!
I've modified the URL that generate the download, from the 9.81 to the one for the previous version (9.79):
a=Q-DirPortable&n=Q-Dir%20Portable&s=s&p=&d=pa&f=Q-DirPortable_9.81.paf.exe => a=Q-DirPortable&n=Q-Dir%20Portable&s=s&p=&d=pa&f=Q-DirPortable_9.79.paf.exe

Uninstalled the 9.81, then Installed the 9.79, and now Q-Dir is working again.

The 32-bit build of the current version of Q-Dir is broken in Windows 7/8 (32-bit or 64-bit) but will work on 8.1/10/11. I've informed the publisher so we'll hopefully get a new build soon.
