After a recent Portableapps / automatic apps update.
every time I launch PortableApps from my portable hard drive one of the apps launches automaticly ( inkscape)
Not sure if this is a bug or some setting I have touched.
Removing Inkscape and re-installing it via "get more apps" dose not fix the issue.

Right click on the icon in the platform and uncheck the Start Automatically entry near the bottom.
Sometimes, the impossible can become possible, if you're awesome!
Thanks, That was it, I have used Portableapps for years. and never thought to Right click on the Icon.
