[Fixed] .oracle_jre_usage folder and timestamp files in PROGRAMDATA

When we start jPortable or jdkPortable, there's always %ProgramData%\Oracle\Java.oracle_jre_usage created. Some timestamp files which contains the path to jPortable inside. Should we deal with those files?

Yes

Yes. These appear to be a semi-new thing as I don't recall them from a few years back. I'll need to write some custom code to handle it and have the launcher stick around a bit.
