When I try to open BYOND Portable, the app doesn't open up. I went through the installation 3 times now. It still doesn't work.

Same here.
I've made some tests on two different Windows 7 32 & 64-bit machines, no active antivirus and peerblock as active firewall. The process opens and closes immediately.

Could you let me know if games are working, too? I didn't get to test it as they don't work in my VM that doesn't have that DirectX version.

I've made some tests with a few games on a Windows 7 64-bit machine, no active antivirus/firewall.
Every time I try to run a game, a new instance of a process called dreamseeker.exe runs, but no running games.
After closing the app, the process BYONDportable.exe does not close, and when closing it manually, the dreamseeker.exe (several processes) does not close. And finally, when re-running the app, it says that it "did not close properly".

Ok, that helps. Next, please try downloading this ZIP and extracting it to that same folder: https://portableapps.com/downloads/temp/D3DTest1.zip

BYOND now requires a specific older version of DirectX installed on the local machine: https://portableapps.com/apps/games/byond-portable#app-notes

I've found (in my archives) an offline installer of the latest version of DirectX 9.0c (June 2010). The two tested games were working on a fresh installation of BYOND
Thanks.
