If it's like other plugins, it goes in the plugins directory: IrfanViewPortable\App\IrfanView\Plugins
If it doesn't, you'd need to check with the publisher. We don't publish IrfanView, we simply package it in PA.c Format.
Sometimes, the impossible can become possible, if you're awesome!
