When I Click on Apps, then Install a New App, the window that opens to let me pick a file is always full screen. I can not make it any smaller. Is there something I am overlooking to shrink the window size, or is being full sized part of the design?
I don't believe that this was true in earlier versions of the platform.
That window is determined by the Windows OS, not the platform. You likely accidentally double clicked the titlebar at some point which will maximize it even though it doesn't have a max button. Double click it again to un-full screen it.

I thought it must be something simple. The weird thing was that my Windows 11 machine was showing the double arrows for resizing, but they didn't work.
