Newbie Question: Can you create portable apps inside a virtual machine?

Everything I have read online says that you should start with a "clean install" of the OS in order to begin to create a portable app.

I understand the reasons why, but obviously this is not necessarily an easy thing to do for a normal user.

So my question is can you use something like VMware to create a virtual machine with a freshly installed OS and create a portable app on a computer that is not a fresh install?

If so:

Can you explain the process? Where do you install the portable app software and where do you install the app? Both on the virtual machine I assume?

VM

You can use a VM for building and testing. I have a VM for every Windows version from Windows 98 and up, both 64-bit and 32-bit. Generally, you don't even need to use that if you know what the app uses and know what to look for.

Unfortunately I think knowing things like this is above my paygrade, so I don't. So I am glad to learn that I can do it in a VM with a clean slate so I don't include anything that shouldn't be there.

I like to run as many apps as possible in portable instead of installing and cluttering up the registry and having my PC do things that I am not even aware of. It has served me well over the last few PCs I have owned and have far fewer issues with them over their term of service. It keeps it clean instead of installing bloatware, memory hogs and surpriseware.
