Tor browser used to be supplied by Tor themselves. Only this way it was allways compatible with latest changes in Tor.
Currently they do not have any extra version for it, but suggest simply using the folder as it is
(if this is portable or not needs to be tested first)

due to the very frequent changes in Tor, it was never very useful to have some of those external. This was mostly more trouble then use. Initially Tor did have a paf file made from a firefox 'borrowed' here
Now they have other solution, but still it is still better to use their original rather then some copy obtained from where ever

Tor portable from the original source can normally be installed as a portable:

The only necessary modification is to replace the starting .LNK file (with a fixed path start) with a starting .EXE file with a relative path (but you can easily make an Exe starter with the "Bat to Exe Converter" utility in about 30 seconds):
