is there really no rule the disabling app updates for a packaged app is default? In Keepass for example update search is enabled.

Do you mean the app itself within the package? Like KeePass checking for updates for its own version as opposed to the platform checking?

Yes, I mean the app itself outside the "package container".
It's disabled by default in KeePass Portable for a new install. The end user can turn it on if they like. If you've been upgrading the same version for years, I think it originally may not have been disabled.

So this (disabled updates) is not the default setting, ok. Because OBS Studio gives me an update notice, too. I prefer to disable by default, but ok.
As stated, KeePass Portable is set not to check for updates by default. If yours does, you've either been using it for many many years since before the default changed or you enabled it yourself.
OBS is set to check for updates but not to download them. You can turn that check off if you'd like.
