I can't update the McAfee Stinger Portable
Online Portable Application installer
can't download the distribution kit from the application website
At the end of the installation, this message appears
"Installing McAfee Stinger Portable...
The installer failed to download the 32-bit version of Stinger. Without this,
the installation of a portable application will be incomplete.
Please try installing again. (ERROR: Access denied (403))"
can someone help with this problem

I tried to uninstall and reinstall Stinger. No way. Impossible to download it. Probably the same issue.

Just installed it here without issue. Downloaded the 32-bit and 64-bit binaries from McAfee as expected. Are you able to download Stinger from your location? Are other live installers working?

I just installed again without issue. Please supply additional information including: "system details (OS version, 32 vs 64-bit), install path, new vs upgrade, etc."

the problem is partially solved - the site blocks downloading from my IP address, the usual download via proxy goes, I don't know how to do it with an online installer, maybe someone knows, give advice
You can do it via the Windows Internet Settings. Click Start - Settings and search for proxy. Note that this will cause all apps that use Windows Internet components and Windows itself to use the proxy.
If you use the PA.c Platform and set it to use a proxy, it will use it to download both the live installer and the files the live installer downloads.
