Is there a portable app that can open disc image files (e.g. ISO, BIN/CUE, NRG, etc) for viewing? It would be nice if it could also write to a blank optical medium, but my main concern is just viewing and possibly extracting files/dirs from the image into the HDD.
I'm not sure if you can view images in this, but it will burn many types of images to a CD. It is completely portable. Just follow the instructions on PortableFreeware and then go to the website via the link and download. There is also other ones if you click on "All" at the top of the page and then go to CD Burners.

I've found the answer to my question above. It's a very simple, very portable (single executable file) app that can open various disc images (e.g. BIN, CUE, CCD, ISO, NRG, CIF, IMG, etc). It allows extraction of files from the disc image. It's called CDmage. It may be downloaded from the links below.
http://cdmage.orcon.net.nz or http://cdmage.cjb.net
It doesn't allow conversion from one image type to another, but it does exactly what I need it to do.
Just wanted to let you know, even though it is a great piece of software, there hasn't been an update to the software since 2000. There are people who still distribute it, but the developer has dropped of the face of the planet as far as they know. The forums are still up, but they don't give any answers as the developer does not answer.
If it works for what you need it great, I just didn't want you to get your hopes up for any fixes to bugs or updates in the next forever.
Again, nothing against the program, just letting you and everyone know about the background.

It works for me right now since I'm only using it on CD images. It doesn't work on DVD images. Perhaps someone can develop "DVDMage" that works on all types of optical storage images.
