DSpeech portable not working properly

Hi,
I'm trying to get DSpeech running for my sight-disabled mum.
I've run into a few problems. I run Windows 10 on the laptop and desktop.
First and main problem: PortableApps-Version downloaded from your link to the publisher (due to false positives on your alternative link page) only starts the speech recognition cockpit, but no main window for the Text to Speech utility. I tried reinstalling and everything I could think of. I get no warnings from MS defender (as opposed to Balabolka and NVDA).
Second: Deleting the portable folder of DSpeech and reinstalling again, I expected to be welcomed by the speech recognition setup again, but wasn't. This is odd, because as a portable app I expected every trace removed, but the speech recognition was still set up from the previous portable install of the paf.exe.
Third, another thing I don't understand: I went to the programmer's page and learned, that the app is portable by itself and not meant to interfere with any registry entry or leave any trace. What is the difference between the portableapps.com version and the original version then?
Fourth: I cannot add other languages in either portable version other than installing in the Microsoft settings for Speech and Languages. I assumed, in the portable version by portableapps.com it would be included somehow. Is this the case or how does this work?
In this context I have the problem, that from the MS voices added in the system settings, in DSpeech I only get 3 out of 7 voices and not even all languages, that are now installed on my computer. DSpeech doesn't see all new languages, only 2 voices.
Having said that, this does not refer to the portableapps.com version, as I don't get it to run the main window and I cannot use it. Nevertheless maybe a solution is obvious that affects either version.

Windows Built In Speech

DSpeech is best thought of as an easily usable utility into using Windows' built in speech functionality. The setting up speech wizard you saw is Windows' wizard, thus it will only happen once regardless of which apps you use to access it.

The base app is fully portable. The PAF package allows it to keep the settings in the Data directory when not in use for easy backup of just app data within the PA.c Platform. And it automatically switches languages to match what you have the PA.c Platform set to.

As for voices not showing up, that would be an app question I don't know the answer to.

Maybe he/she/it is talking about the Microsoft Speech Platform voices that do not show up in Dspeech, just because it does not support them.
