Sometimes Thunderbird Portable will let me drag and drop files to be attached to a message, other times it will not. (This morning it would; this afternoon it won't.) Is there a fix for this?
Note added a day later: Now it's working again.

If your app plays Hide N Seek, Drag it to the desert, where it won't Drop.
In other words, move your ThunderbirdPortable folder somewhere else, to know if it's your OS or the TB's installation which is corrupt. But certainly not TB itself (or its portable version) since it's only happening to you.
Alternatively, a fresh installation without deleting the existing one (rename the folder or do it somewhere else).

Since it's now working once again I'm going to leave well enough alone for the time being.

Also: Try disabling newly installed/updated extensions.
