IMO the the Software License Agreement - https://www.moderncsv.com/license-terms/ - would make it extremely difficult, if not impossible, for the third party development/distribution of a legitimate portable version, even as a Test Build, without first negotiating a specific agreement with the publisher. Under the License Terms users have to agree all provisions before they are permitted to download, copy or use the software, which would not be compatible with the normal method of distribution by PortableApps.com, i.e.
"YOU ACCEPT AND AGREE TO BE BOUND BY THE TERMS OF THIS AGREEMENT BY DOWNLOADING THE SOFTWARE PRODUCT OR BY INSTALLING, USING, OR COPYING THE SOFTWARE PRODUCT. YOU MUST AGREE TO ALL OF THE TERMS OF THIS AGREEMENT BEFORE YOU WILL BE ALLOWED TO DOWNLOAD THE SOFTWARE PRODUCT. IF YOU DO NOT AGREE TO ALL OF THE TERMS OF THIS AGREEMENT, YOU MUST NOT INSTALL, USE, OR COPY THE SOFTWARE PRODUCT."
I would suggest trying the 'portable version' which is available directly from the developer's site if you really want to use this specific software. You could, of course, approach the Publisher and ask if they would be willing to consider supporting the development of a PortableApps.com version.
