Could someone please help me? I use Capture2Text a lot. I had Windows 10 and bought a new one with Windows 11 a month ago. It does capture OCR data, but it doesn't translate it into any language. Could you please help me fix this program?

Give a look at https://capture2text.sourceforge.net/#install_additional_languages
In step 3, put files in X:\PortableApps\Capture2TextPortable\App\Capture2Text64\tessdata (X means the drive where your PortableApps is).
