The switch used to speed up the old version doesn't work in newer versions of The GIMP. So, there's no way to speed it up.

The updated version is the newest Win32 binary, version 2.2.13.
Can it use the speed up? Does it not need it?

This is a dead topic talking about a feature dropped from GIMP itself a while ago. GIMP Portable 2.2.13 is the current release (same as desktop GIMP) and the new portable one features a greatly improved startup time due to some special magic in the launcher.
