EULA

Just FYI End User License Agreement is not the license, thats just what they call it. A license would be GPL, BSD, proprietary etc..

Why?

Why would anyone want to have the bloated, slow, original Acrobat reader as portable when the various (already portable) alternatives perform all its essential functions at far less footprint size and greater speed?...

Because!

inside acrobat one can fill out forms, make comments, and save them locally for future use. The GPL's I have tried only let me read a document, not really interact with it. I will take the bloat if it means added functionality.
