It's the way Drupal works. Signatures are used in comments (forum topic replies) but not in nodes (forum topics). I'm planning to implement a module that uses sigs differently and does not include them as part of the post itself in the future.

Short

Sigs can only be around 256 characters, I think. Anything longer that is excessive anyway and would interrupt the flow of the forums.

you could use the flatforum module, which works quite well on the Libertà forums.
Oh, and 2 questions regarding sigs:
