i asked him to make this program storing its settings in the *.ini file instead of registry, as stands for now in 1.1c and he promised to do it in the next version maybe within a week

If you want a smaller copy, you can compress NeoMem.exe with UPX and delete everything except the following:
That brings it down to ~500Kb.
If you wanted to be a bit extreme, you could remove Template.neo aswell. Although after that you wouldn't be able to create new files so it's hardly worth the 16KB.
