Are there any open source, free, or low cost programs that can make .ico files? I've been looking and i cant find anything. Also, it would be a plus if it could import a bitmap image then save it as an icon, if not i can survive without that. Thanks!
The GIMP can edit .ico files and even make them you just go under file save as and in stead of using a normal file ext just put after your images name.ico and it will work

It can, but it's not very good at it, since icons normally contain multiple images. It's also not very good with animated gifs.

It exports ICO, BMP, PNG and ICL files.
I like IcoFX interface better.
(but mostly I use Microangelo payware -- heresy, I know!)
