FirefoxPortable.ini not found

My FirefoxPortable.exe can't seem to find FirefoxPortable.ini in the same dir; it doesn't disable the splash screen or set a local homepage as I want it to. The settings work fine in PFF 1.5(PortableFirefox.exe, PortableFirefox.ini).

Any ideas why it can't find it? I tried copying the ini to every single subdir, with no luck.

I regularly move my PFF/FFP dir. Currently the entire path is about 60 characters in length, and contains multiple spaces, but no odd characters. Lots of people seem to be having this problem, though, based on complaint comments found in articles across the web.

So, any ideas?

New info: The FFP launcher finds the .ini under Windows 2000, but not under Windows XP. The path was identical for both operating systems.

my other portable apps find theirs

on going issue with firefoxportable. figured i'd bump it. all my other portable apps have no problem disabling their splashes in XP, just firefoxportable. will try under 98se. same deal under 98se.
