I've heard of few people comment on not knowing where to get free icons or that the ones people already have aren't very good. The only place I know of to get free icons is http://interfacelift.com/icons-win/index.php?sort=date. They have Mac., Windows, and Linux icons. If anyone else knows more places to get them I'm sure we would like to hear.

There's an open source clipart library in svg format. These can be scaled and exported as icons (Inkscape even has an icon preview function)

Just be sure that the license is compatible with if you're using it in an open source app. Free icons are generally under a freeware license, which means you can't use them in open source projects and host on SourceForge or Google Code. Others are under a Creative Commons license, which can usually be used alongside open source but can't be compiled into a GPLed binary (or some other licenses).
Sometimes, the impossible can become possible, if you're awesome!
