I was looking around for a simple and portable text outliner, but didn't find anything that fitted my needs. I found MemPad, self-containing and small, but when started from PAM it writes it's *.ini anywhere in PAM's folder, but not in it's app folder. So I created a little portable launcher, based on Portable application template version 2.1 created by Karl Loncarek.
If anybody is interested in testing it, download it here.
MemPad itself is not included, as it is freeware but not open source. A download link and a short description are included in the package (pack is not paf'ed).

I can't do much testing because I am at work, but everything appears to work correctly. You will have to change your splash so that it does not include the PortableApps.com logo in it. Due to copyright issues, you can't use the PA.com logo without John's explicit permission. And your English is great too
