If you are asking if it is

If you are asking if it is portable, then yes, it is. But you will have to create a bath or something, or even remove the registry key manually so you don't contaminate other systems.

About it

PeerGuardian 2 (PG2) is a program that blocks a list of IP's. IT can also automatically update its block lists from the blocklist servers. A user can choose to block Government, P2P (riaa), and other types of IP addresses. Those IP addresses are constantly being added and updated, making it a great program. I would say its worthy of being portable.

My guess is

Im guessing that the request for Peer Guardian is related to the request for Portable Emule. Peer guardian is like firewall that is used in conjunction with filter lists that are similar to a host file to deny inbound connections. It can be used in conjunction wiht a P2P app to allow free downloading and uploading of any file with out worry about the RIAA MPAA or BSA connecting logging and then sueing. It has other uses too such as blocking malware and adware, government instituions, certain corporations and schools. Its "best" use is as a secure browsing firewall and at "worst" a plugin and download with out getting caught tool.
