If you're at work and trying to open firefox, it could be your employers firewall. Some firewalls are set up to ask for a password to access non-corporate web sites.
Also, you might want to check the home page that's set up in firefox, just in case you're set to some kind of login screen.
But within FFPE click Tools > Options > Security > Check the box under Use Master Password.
When you launch FFPE it will ask you for a password. I think there is a workaround for other items, but I am pretty sure it secures your passwords by encrypting them.
I do not think it encrypts anything else in your profile though.
You have to hit the cancel button twice and then FF launches. It does encrypt your passwords though if you do not enter the password. It does give him that login screen he requested though.
As I stated though the rest of the profile is accessible. Bookmarks, cookies, plugins, etc.
The only other solution would be to encrypt the drive or just the folder itself, but that would be a lot of work each time.

I think he is saying ...
he "DOES" want FFP to prompt for a password when it launches and wants to know how to make it happen

I believe this will only happen if you have an addon/extention which requires access to a stored password or your home page requires a password.
If this is the case, you merely need to hit cancel at the master password prompt and FF will continue to load as normal.
The Master password protects the passwords, not FF or the users profile, which is what I think the OP is asking for.
