Hardware

Odd issues like that are usually hardware related. Best bet is to try installing something like Firefox Portable to your local PC and start it up. After ensuring it works fine, copy it over to your portable device. If it fails there... then there ie an issue with your device or your PC's connection to it (faulty USB ports do occasionally crop up).

Drive Letter

It has to have a drive letter. Without a drive letter, it doesn't count as a real removable drive in Windows world. The better MP3 players support the USB mass storage spec (iPods, for instance). Some others don't (Zune, for instance).

If you don't get a drive letter, you can't use the apps.

Same experience

I have the same issues including the problem with the*.ico files not copying. Some portable apps work fine (like Hallo Night Sky) but not any of the browsers, mail clients, etc posted here. All of the machines I plug the device into read it in file explorer as a named media device but not as a drive. I won't know if a micro SD card will map as a drive apart from the device until my Amazon order arrives.

U3?

I'm not sure what Sansa is, but my Sandisk drive came with U3 installed. Getting rid of that and all it associated crapware required reformatting the drive. I was then able to put the PortableApps Suite on it.
