Although I had smilies in USB:\PortableGaim\gaim\pixmaps\gaim\smileys I couldn't see them from where Justin suggested to enable them.
What I did was install Gaim locally on my PC and copy the smileys directories from that install to my PortableGaim install and then I could select/see them.
This may have been corruption, permissions or whatever, but what I did above fixed my particular issue. Thought it may help your situation or someone else later on.
I also cannot get them to work. All of the smiles are in the correct directory, but is there a special file besies the .png's? I am running it on a CDRW, so I cannot make "direct" changes, but I can reburn the CD to change some files. When I click the smiley button, it just says it doesn't have any smiles installed. When I go to the tools thing, there are none there.
I had the same problem You have and I solved following the fix suggested by Atreides . One note... when I try to save the file theme from cvs, Firefox tries to add a .htm extension; the file must be named theme and not theme.htm to work correctly (at least in my case) and must be saved in (as suggested) in the directory:
PortableGaim\gaim\pixmaps\gaim\smileys\default\
Then I restarted Portable Gaim

go to Tools>Preferences>Smiley Themes and select Default (Penguin Pimps), then click OK?

It could be some anomaly (Windows being Windows) (why I run Linux on my laptop).

The problem is that the theme file is missing out of the following directory:
\PortableGaim\gaim\pixmaps\gaim\smileys\default\
What I did to fix it is go to the Web CVS viewer at SourceForge, downloaded the file, and saved it to that directory. The theme then works.
