I've looked around the site for a Portable version of Project 64, and found what looked to be a promising link, but it didn't work. Can someone point me in the right direction to where I can find a N64 Emulator, or make one if possible.

It's not an opensource program. So you won't find it here. However it dosent leave anything behind it keeps the settings in an ini file in it's own directory. So it's pretty much portable anyway.
the ini file is for 1.7 beta only. I've done extensive testing between 1.6 and 1.7. and I have the original source code for Project 64 1.4

Thats great, so I should be able to just download Project 64 into my Flash Drive and it'll run fine?
Yes I have it on my flash drive and runs fine. Be sure to get a variety of video plugins if your planning to take it around with you
