Now that the first GIMP 2.4 Release Candidate has come out, any chance that it can be made portable? I really can't wait to try out some of the new features on it, like the extraction tool.

it's "RC1", as in "Release Candidate 1",
meaning that there will be a "real" release soon.
Why not wait for that before spending time making it portable ?
As stated dozens of times, we don't officially package non-final releases for any software except the Mozilla apps (since it helps testing it alongside existing local installs).
You can install GIMP 2.4 alongside an existing PC install without issue.
It may work by copying it in. It may not.
But there will be no official release of an RC of GIMP. There's simply no reason to put in the extra effort.

Sort of. I have been using the developer releases for quite a while now and am glad to see the RC. I copied it over shortly after it came out and does require some fiddling to get it to work. If you only want to try it, just install and use as John says. Those if you who complained about the UI may be pleasantly surprised with the cleanup of the UI.
