Hi.
I have downloaded Firefox to my USB, and clicked on the mozzila firefox sign. So the page started to load, and then it said Timed out (in the bottom left corner of the screen.) is there something wrong with my copy of the application.

thats not your copy.
It is most likely your internet conection.
Is the network cable plugged in correctly?
Does another browser work?
Are you in some kind of network where any other browser that the standard could be blocked?

I downloaded firefox application, so i could use it on public computers (internet café, and particularly in the Library). I don’t know about their network cable. But the library has Microsoft windows, which i am using right now if that is any help to you.

a firewall or something else blocking all other Applications except their internet explorer from accessing the internet.
Then you're SOL (sadly outta luck)
Maybe they are using a proxy to go online, then you'd have to tell your Firefox about that:
