Have you tried one of the Firefox plugins that does SVG? You may have to install it to a local copy of FF and then copy it to Portable FF to get it in but it should work without modifictaion.

AjaxLaunch just released AjaxSketch, which does SVG files. It can be accessed from any Firefox 1.5 browser. You can make new SVGs, edit them, and view them.

you can use Inkscape
just install it somewhere and then copy it's whole directory to USB
works without problem here
