The .NET Framework is becoming more and more mainstream as time passes on. It has been rumoured that Vista will distribute both 1.1 and 2.0 already installed with its release. Although .NET applications can't truly be completely portable, I think there can be exceptions.
Where is it, is it free and what does it do?

It says that it needs a .NET Runtime and an ActiveX install
World Wind requires that you have .NET runtime environment and DirectX installed. You can download .NET runtime environment and DirectX runtime.
I don't think that it could be made portable if this is the case.
