In my main FF window I have turned off the Bookmarks Toolbar.
If I go to a link and open it in a New Window the Bookmarks Toolbar is always there (taking up space).
How can I turn it off for all windows?

Turn it off and then close FF so it will remember the change. Then restart and all windows should be like that. Be sure you let it fully close and finish writing to the drive.

If I go to View, Toolbars and check Bookmarks the tool bar goes away.
I then close FF (File, Exit), wait
I re-open FF and the toolbar is back.
Plus if I Customize, set to Small Icons and "Text + Icon" on re-start all toolbars return to normal size.
Hmm. Sounds like your profile is corrupt or something. Try with a clean profile, and see if the problem is still there. There's no reason it shouldn't be remembering these settings.
New load from this site to a new folder did the trick.
I have been hit by "Profiles" in Port TB and now here.
Just my bad luck I guess as I was just beginning to get into PF.
