I am not sure if this is making a difference but the ini file reads:
GIMPDirectory=gimp\bin
GTKDirectory=gtk\gin
SettingsDirectory=settings
instead of
GTKDirectory=gtk\bin
Would the NSIS treat this as a "no ini" and default to GTK in the enviornmental variable path?
NSIS would just look in gtk\gin for the files, and find an error.

It is in the .ini download from SourceForge, not the read.me...of course if you play with GTK long enough, a bin of gin is probably not a bad idea
