If a program is released under GPL, can the owner be charging for it or give you a limited-time trial of the program? Further more, can this program be hosted in sourceforge?

that you can be charged, but only for distribution, I've no idea about time limitations, but I wouldn't have thought so and only if it's strictly compliant with the GPL can it be hosted on Sourceforge.
Yes, you could create a trial version and charge for it. But, you must ship the full source for the trail version with the trial version under the GPL, which would allow someone to recompile it without the trial limitation. And, you must ship the full source with the full version when someone buys it... and, under the GPL, they can redistribute the source and the binary as they wish.
